All of the characters have so deep personalitys. And none of them is what they seem at the first sight. For example Russia and Prussia. Russia with all his creepy ‘kolkolkol’ thingy and ‘become on with me’ and such… I think he just wants someone who is there for him, someone close. And Prussia doesn’t want to be forgotten. That’s why he seeks attention all the time and wants the others to think he’s ‘awesome’ and such.
